Book excerpt: The premise of E-Government since its inception has been to streamline the archaic and convoluted government processes and to introduce efficiency to government operations. It was hoped that offering services electronically will be more efficient and equitable. However, the digital divide threatens that ideal. Offering government services electronically often results in those who are better off having more access to the services than those who are economically disadvantaged. While this may address the efficiency aspect of E-Government, it certainly does not address the issue of equity. This study will gather information about the factors that lead residents of the City of Los Angeles to choose electronic or traditional government service channels and how the digital divide in all of its forms affects that choice. This will provide an empirical baseline to enable the public officials to make better-informed decisions about offering government services with equity and efficiency.
