The survey evaluated the performance of official websites of municipalities worldwide in the areas of privacy & security, usability, content, services, and citizen and social engagement. This longitudinal study, first conducted in 2003 and repeated every two years, represents a continued effort to evaluate municipal e-governance and identify global best practices. This recent study was conducted jointly by the E-Governance Institute in the School of Public Affairs and Administration at Rutgers University-Newark, and the Department of Public Policy and Public Affairs, John W. McCormack Graduate School of Policy and Global Studies at the University of Massachusetts Boston, and was co-sponsored by the Public Technology Institute.
