Book excerpt: Excerpt from Biennial Report of the Adjutant General of the State of West Virginia for the Years, 1908 To His Excellency, The Commander-in-Chief, West Virginia National Guard, Charleston, W. Va. Sir: - I have the honor to herewith present my report for the fiscal years 1907 and 1908. Since the last report there have been two changes in this Department occasioned by the death of Brigadier General S. B. Baker, Adjutant General and the removal of Colonel A. S. Hutson, the Assistant Adjutant General; the undersigned being appointed to fill the first vacancy and Colonel (then Major) Carleton C. Pierce of the First Infantry to the latter. In connection with the demise of General Baker attention is invited to General Orders No. 10, 1907, which is hereto attached. Since the last report the following organizations have been mustered out of the service by reason of their failure to keep up the required standard of efficiency for the State Troops: Company "I," First Infantry, Elkins. Signal Corps, Charleston, Company "A," Second Infantry, Sistersville, Band, Second Infantry, Huntington. The following new organizations have been accepted and mustered into the service of the State: Company "A," Second Infantry, Gassaway, Company "B," Second Infantry, Ravenswood, Company "C," Second Infantry, Charleston, Company "F," Second Infantry, Fayetteville, Company "K," Second Infantry, Charleston, Company "F," First Infantry, Martinsburg, Company "I," First Infantry, Fairmont. The Second Regiment now. for the first time in many years, has its full quota of twelve companies and the First Regiment has eleven companies. Another company will be added to this Regiment it is hoped before the spring inspection of 1909, thus bringing both Regiments up to the strength required by the War Department for the organization of Regiments of militia. The National Guard as at present constituted, consists of one Brigade of infantry of two Regiments, the Medical Department and Hospital Corps. aggregating, exclusive of the staff of the Commander-inChief, 1495 officers and men, being a gain in strength since 1906 of 339 officers and men, or 30 per cent.
