It examines the Dumangas Municipality in the Ilo-Ilo, which is vulnerable to the climatic hazards of typhoons, floods, and droughts, where most of the livelihoods are so delicately balanced that even a minor shock can be a danger. It looks at the impact of local institutions on the design and implementation of disaster risk management strategies and the role on local authorities in building community social capital for disaster prevention and preparedness.
