Concession was, however, supplemented by the most stringent Coercion Act passed for Ireland during the century. Having thus justified the wisdom of Mr. Foster's advice, Mr. Gladstone introduced an Arrears' Bill to enable tenants under a' certain valna tion to draw money from the Church Surplus and the Consolidated Fund to wipe out the arrears of rent due to the landlord. The Coercion Act was aimed at the suppression of secret societies - intimidation, outrages, and the whole system of terrorism which had' ruled the coun try during several years. But the lawless classes had got a-head of authority, and would not be put down without a bitter struggle. Into the minute details of that struggle we need not enter.
