Book excerpt: The World Health Organization (WHO) and its partners established the Early Warning Alert and Response Network (EWARN) to address the increased risk of communicable disease transmission during humanitarian emergencies, when national surveillance systems may be underperforming or non-functional. Since its introduction, EWARN has been implemented in response to emergencies in many countries. Several evaluations of EWARN have been conducted, however no standardized methodology currently exists. The purpose of this guidance is to provide standardized methods to evaluate EWARN implemented in countries in the Eastern Mediterranean Region of WHO, based on lessons learned from previous EWARN implementation and evaluations.
